cifs-utils Recommends: keyutils, which means unless you're deliberately
deviating from the default apt configuration, it will be installed
automatically when installing cifs-utils.

cifs-utils does not depend on keyutils because it's only needed in certain
configurations.  It is possible to use cifs-utils in a non-Kerberized
environment without it.
