The referenced "license" in Message #20 seems to have changed.  Google
only finds this bug report when searching for the quoted string (w/o
date) - every page on the reference sites include:

..and the referred "User Agreement" is not to be found.  I am not an
attorney, but the above is enough for me to consider this CA probably
non-redistributable (and potentially untrustworthy at a global level).
