Module::Build was added as a perl core module in version 5.10. But if
libmodule-build-perl is not installed separately, then
libnet-dns-resolver-programmable-perl refuses to build because of
unsatisfied Build-Depends. The build-dependency on
libmodule-build-perl (>= 0.26) is not satisfied by perl-modules
because versioned dependencies cannot be satisfied through Provides.
The Module::Build provided by perl 5.10 is already version 0.28, so
I'd suggest changing the build-dependency to "perl-modules (>= 5.10.0)
| libmodule-build-perl (>= 0.26)".
