dh_installdeb shouldn't do automatic conffiles creation for udebs; doing
so causes dpkg --unpack in the d-i build system to leave .dpkg-old files
around.
Arguably dh_installdeb should also ignore (and warn about) any
debian/*conffiles files that affect udebs.
