Hi,
For cross-compiling with multi-arch, we need to set up Multi-Arch: foreign
for Arch: all packages. This slightly counter-intuitive is explained at
https://wiki.ubuntu.com/MultiarchSpec#Dependencies_involving_Architecture:_all_packages
But the crux is the we need he multi-arch foreign field so that apt knows that
it can use
foreign for packages for dh-autoreconf dependencies, specifically perl.
