Since virtualenv has made --no-site-packages default (and even before,
since --no-site-packages was still recommended), python-apt is
effectively not available in virtualenvs. I'm looking to use python-apt
in the "apt" module in saltstack (http://saltstack.org/), but python-apt
not being available from pypi is a huge showstopper.

The python-apt package is a system-level package and the only supported
installation is the packages provided by the system. If you want to
maintain a private environment, use a chroot or other means of system
isolation.
