When putting splashy into the initrd, the script
/usr/share/initramfs-tools/scripts/local-premount/libsplashy assumes depmod is
available. However, /usr/share/initramfs-tools/hooks/libsplashy doesn't ensure
it is actually there by copying the binary over when creating the ramdisk.
