It would be very nice to pass arguments to dpkg-deb on
converting a *.tgz archive to *.deb. For example, I
would like to tell it to use 'dpkg-deb -z3'.

Alien supports arbitrary customisations via the -g flag.
You can edit debian/rules to call dh_builddeb -- -z3
