In /usr/share/doc/scim-pinyin/README.Debian we see

  In order to use ``Pinyin with tone'', you need to set ``use tone''
  in scim-setup (right click scim notification icon, click the wrench
  icon on scim panel, or launch from system menu). Then you can use
  Shift-n (n = 1, 2, 3, 4, 5) to indicate the tone of the pinyin.

1. This often is broken: for example, it works for wu4, but not wu1,
wu2, wu3.
2. But pressing shift if very frustrating. One wishes to enable full
Pinyin: e.g., hong23: select the third choice given for hong 2nd tone.
So there should be a configuration item to force full pinyin.

Also, I pick with the mouse [or Control+slash: switch between
Simplified/Traditional Chinese mode] fan2 繁 U+7E41 traditional as
the current input method, but there's no way to make it permanent. It
is reset the next time I start scim.

Also there is no way to type with "ling2" the "○" of "James Bond 007 
○○七".
(Yes, one can use "iyuan...")

If you converted this file into raw UTF8,
$ ascii2uni -a X </usr/share/scim/pinyin/special_table|
wc - /usr/share/scim/pinyin/special_table
1997 tokens converted
    511    1506   13558 -
    578    1506   20106 /usr/share/scim/pinyin/special_table
it would be easier to read, and also smaller.
You already converted the daxieshuzi, so why not convert the whole file?
