The newvserver command is deprecated. The new command is:
"vserver vstest build -m debootstrap -- -d sarge"

The "-- -d sarge" part is needed, otherwise it tries to install the deb31 
release which doesn't exist.

The newvserver command fails to install if grsecurity, pax and vserver
patches are applied. The build command does work with the right sysctl
settings.

Maybe something for the docs:
These sysctl settings are needed to setup a new vserver on a grsecurity enabled 
system:
kernel.grsecurity.chroot_caps=0
kernel.grsecurity.chroot_deny_mount=0
kernel.grsecurity.chroot_deny_mknod=0
