libsvn-dev is not for use with a 'vcs' but is for _building_ software
that uses a vcs.  Thus I think 'libdevel' is more appropriate.

libsvn-ruby and libsvn-ruby1.8 are now transition packages, not ruby
packages, so I think they should go in 'oldlibs'.  They also should
probably be 'extra' for this reason.
