Looking at the output of pdftohtml -c, the files for each page have the
following structure (stripped down):

<HEAD>
<DIV>
<STYLE>
</STYLE>
</HEAD>
<BODY>
</DIV>
</BODY>
</HTML>
I.e. a div starts in the header, but is closed in the body.

According to the code changes between 0.16.x and 0.18.0 and after
confirming it with few documents, this has been fixed with poppler >=
0.18.0.
Closing accordingly with the first version of poppler 0.18.x available
in Debian.
