The file ../en/preparing/needed-info.xml contains links like these:

As these are URLs, they don't get catched by xml2po and are not
available for "translation". I'm not sure what to do with this. Maybe
language-dependant entities (link to German FAQ, French HOWTO, Russian
"HACKING" file, which could be in different locations anyway) or maybe
this link should be added to dynamic.ent.
