The source of copyright of zipcode.t is a bit unclear.
I think there was possible oversight by the upstream.
If this was created from the Japanese postal office data, it comes with
requirement to include copyright note. Unlike other things on the post
office web site, this can be used freely so there is no real problem
Zqusing it as long as we follow its license.
