Please, install the dvi filter by default in the Debian package.
It was not immediate to discover about it, and it took some time to
guess how to install it, as there are no explicit instructions.
It works, so again, please install it by default in the distribution.
At the very least, please add these instrucions to a
/doc/cupsys/examples/filters/dvipipetops.INSTALL file:

To use the dvipipetops filter:
- create an /etc/cups/local.convs file and add the contents of
dvipipetops.convs to it
- add the contents of dvipipetops.types to /etc/cups/mime.types
- uncompress dvipipetops, give it exec permissions and put it in
/usr/lib/cups/filter
- restart cups with /etc/init.d/cupsys restart
Now you can directly print .dvi files with cups without first converting
them to ps.

Dear Debian User,
This bug report was submitted against a version of CUPS that is no
longer supported in Debian. Use of our limited, volunteer supported
resources is best served by not keeping around old, hardware-specific
and inactive bugs for longer than desirable, so the report is now being
closed.
You may, of course, wish to review the reported problem. It would be
appreciated if any future investigation could be conducted using the
testing or unstable distributions. If considered necessary, a new bug
report, possibly referencing this one, would be submitted. Please note
there are now separate cups and cups-filters packages.
