The base-files package is depended upon by a number of other tools such
as rsync. Those dependencies are mostly versioned, because base-files is
essential. Nevertheless they restrict the ability to cross grade
packages. So the base-files package should get a Multi-Arch header as
well. I have not found much architecture specific contents in the
package, so "foreign" might make sense. If I am wrong here, please use
"allowed", so reverse depends can decide whether they need those bits.
Note that this is a release goal and the change is very small. It can
thus enter wheezy if there is another reason to update the package.
