see e.g. lib/sisu/v3/constants.rb file, for processing sisu uses ISO 639 as
used and varied by po (po4a)

The header referred to is a metadata tag only, not a processing one,
which it is up to the user to keep consistent. The header organisation
has changed somewhat since the version this report was made against. The
language of the document is generally inferred from the given filename
or subdirectory placement (based on ISO 639).
