Debootstrap does not entirely correctly use the APT archive cache
directory, and it seems similar comments apply to the lists
directory..
First, it does not use the partial directory. This will cause problems
if it should ever be ctrl-c'd (as I did, and I had problems). The proper
mode of operation is to download to the partial directory then once the
download is complete the file should be renamed to .. - APT also checks
the MD5 on debs before doing this. This is especially important for
lists because it seems ctrl-c'ing debbootstrap during the download of
the release/package file causes the next attempt to fail if an index
downloaded only partially.
Secondly, it does not properly handle an archive dir with multiple
versions, it tries to install them all:
