To be able to fix dpkg bug 671711, at least man-db needs to be
switched to use non-awaiting interest triggers, to avoid dependency
cycles when processing the triggers.
I don't see any issue with this, given that the functionality from
the trigger is non-essential for the triggering packages. Also the
interest-noawait support is present in stable now.
