get the followed question "Do you want to perform a safe-upgrade, which does 
not 
remove packages or install new ones?" (untranslated in french language, other 
bug). The two 
button for the answer is No and Yes (for my french choice is Non and Oui). This 
question
is not clear. First, I read this as "Do you want remove packages or do you want 
install new ones?".

Result: The No choice unselect some packages, so it is the safe-upgrade.

Instead, the question should be:
"A safe-upgrade does not remove packages or does not install new ones. Do you 
want to perform
a safe-upgrade ?" Yes should be the safe answer.
