Dear Maintainer,

in the configuration reproduced downstream, I have just added the /dev/tty8 
line.
After I do 

invoke-rc.d sysklogd reload

or

invoke-rc.d sysklogd force-reload

I switch to virtual terminal 8 and I see the blinking cursor - an
indication that syslogd has in fact opened the terminal.  However, then I do

logger -p user.warn Foo

and - nothing.  Only a full restart (ie. invoke-rc.d sysklogd restart)
makes it work.  I think reload should make all configuration changes
take effect, do you agree?
