I don't have enough expertise to develop an open test case, but I just thought
I would report it here. Please let me know your thoughts on why steam/CS:S is
not properly detecting s3tc support.

I'm a dummy! Steam is a 32 bit application, so installing
libtxc-dxtn-s2tc0:i386 allows the extensions to be found and fixes the
problem

Closing bug. Now if only CS:S would function otherwise...
