If the DEB_BUILD_OPTIONS environment variable contains nocheck, no tests
will be performed.
It should -maybe- reads as:
NOTES
If the DEB_BUILD_OPTIONS environment variable contains nocheck,
dh_auto_test will not be run, however override_dh_auto_test will still be run

That's not accurate. dh_auto_test is run, it just sees the variable and
decides to do nothing.
What the package maintainer chooses to put in an override target is up
to them. I expect package maintainers to understand how override targets
work if they chose to use them, and I hope that the dh man page does a
good enough job explaining them.
And I do not feel that it's appropriate for individual debhelper
commands to talk about dh override targets.
