When increasing the volume in VLC, the volume of both the VLC playback
stream and the output device it is routed to are increased. When
decreasing the volume, only the volume of the output stream is
decreased, as expected.

And that is exactly how PulseAudio flat volumes are supposed to work. This

is not a bug.
