Some systems have kernel packages not from the primary architecture;
for example my laptop runs i386 with (usually) an amd64 kernel
package. The same is possible for s390 (s390x) and powerpc (ppc64)
and will always be the case for x32 (amd64).
By default, arch:all packages are considered to satisfy dependencies
from other packages whose architecture is 'all' or the primary
architecture, so dracut on an i386 system does not satisfy the
dependency for linux-initramfs-tool from linux-image-3.10-2-amd64.
(This odd behaviour apparently exists so that transitive dependencies
between arch:any packages *via* an arch:all package work correctly.)
Since dracut is not expected to provide any binary library interface,
it should be OK to disable this restriction by adding the line
'Multi-Arch: foreign' to the binary package stanza in debian/control.
