tiff3 is getting set to be replaced by tiff4. libgdiplus's build-deps will
need to be switched from libtiff4-dev to libtiff5-dev.
In Ubuntu, the attached patch was applied to achieve the following:
* build-deps: use libtiff5-dev | libtiff-dev in place of libtiff4-dev
