when dist-upgrading my system today I got:
# dpkg --configure -a

Thus I also installed libncurses4, and Suddenly Everything Worked Fine.
Not sure whether the libncurses4 dependency is about xemacs21-mule or

OTOH xemacs21-mule does have a libncurses5 dependency registered
already (why would xemacs21 then need libncurses4, too??):
