When logging in gnome-panel attempts to start twice. Of course teh
second start fails with an error dialog saying that the panel is already
running.
I have verified that there is no panel running after logout.
The splash screen shows the panel icon twice.
The panel is listed twice in the current session, once with arguments
and ones without.
