The man page says
Evince also sup- ports handling of remote files. For
example, you can pass the location on the web or load a
file from a FTP server, like "ftp://adobe.com/sample.pdf".
But e.g.,
$ evince
http://www1.hl.gov.tw/bus/upload/%AA%E1%BD%AC%AB%C8%B9B%A5%FA%C2%D7%BDu%AE%C9%B6%A1%AA%ED.pdf
does not work. One gets an error message.
