There is a circular dependency between console-common, console-setup,
console-terminus and kbd:
console-common :Depends: kbd | console-tools (>= 1:0.2.3dbs-54)
console-setup :Depends: console-terminus (>= 4.16)
console-terminus:Depends: kbd | console-tools
kbd :Depends: console-common | console-setup
Complex circular dependencies are known to cause problems during upgrade, so we
should try to get rid of them.
