channel.c: Improve timing behaviour by touching flags before waiting for
logging-lock

Ast_logging can be a considerable bottleneck.
By first setting the flag other threads can know much earlier that the channel 
is about
to be hung up and act accordingly.

Bug #465468 was reported against a very old version of asterisk (1.2). Please 
retest
against a modern asterisk and if needed open an issue upstream.
