(Getting up-to-date distribution snapshots is not so trivial for me,
so I submit this even though there is a chance this bug has been
chased & killed already.)

Hi.  The problem is reproducible.  Not in 100% reproducible -- say
90% -- see the second next paragraph.

In Emacs as a standalone X application, i.e. not in the console,
scroll a window down by pressing the mouse button number two in the
scrollbar, and dragging down.  Don't release the button until said
so.  Scroll downmost.  The scrolling stops at some point.  Now,
scroll up until the bubble (the inner scrollbar rectangle reflecting
the position in the buffer and moving whenever the buffer is
scrolled) touches the upper scrollbar edge (in fact, going about to
the middle of the scrollbar suffices), then scroll down again.  Now,
the scrolling doesn't stop, until no lines are visible in the window,
and the bubble shrinks far further.  Now, drag up.  The bubble stays
shrinked.  Release the middle button -- nothing happens.  Click in
the scrollbar -- the bubble grows immediately.

Though I have reproduced this behaviour even with windows displaying
buffers that fit in the window completely, I could not reproduce it
when I had emacs just fired up, only the *scratch* buffer loaded.  So
I overfilled the window (so it could be scrolled), and it misworked
happily.

I suspect the Xaw3d library of being guilty, but I wasn't able to
find any application using Xaw3d scrollbars that works (I admit I
didn't search very hard).
