Hi,

clisp-1:2.49-9 has a build-depends on
        libpq-dev [!hppa !ia64 !m68k !s390 s390x !mipsel !powerpc !powerpcspe]
which is invalid by policy 7.1 (either only architectures with or
without !. I guess it would make sense to enforce this at package upload
time, so that tools can rely on this invariant.

(Separate bug filed against clisp about this particular policy
violation, #733445.)
