init-system-helpers is depended on by various daemons. It looks to me as
if the scripts in init-system-helpers should work with daemons of any
architecture. But in order to be able to install these daemons from a
foreign architecture, init-system-helpers has to be 'multi-arch:
foreign' despite it being architecture: all.
