I have two users user1,user2 when programs need to add users and group on
system only user1 is added on etc/group user2 missing from /etc/group.
Examples:
Content off /etc/group
video:x:44:user1
Correct is:
video:x44:user1, user2

Not about debconf

That's normal behavior.

The first created user is added to "useful groups" during the initial
installation of the system. This is by design of the
installer. Thereis indeed no way to automagically add users added
later on to these "useful" grops except by adding them there manually.
