If one does

One will only get

Plugin rp-pppoe.so loaded.
Couldn't open the /dev/ppp device: No such file or directory
Linux kernel does not support PPPoE -- are you running 2.4.x?

as a warning, instead of

Couldn't open the /dev/ppp device: No such file or directory
pppd: You need to create the /dev/ppp device node by
executing the following command as root:
        mknod /dev/ppp c 108 0

Which is a much better warning seen in other cases (without any pppoe
stuff on the command line.)

It could be the key to getting users back on line instead of having to
wait for a trip back to town, etc.

No I don't know why after some package upgrades /dev/ppp went missing.

No, because nobody needs to manually create device nodes unless their 
system is broken like your one.

If you are using unstable then install the latest releases of kmod, udev 
and kernels (but this week, only upgrade udev if you are using systemd 
as the init system).
