I initially saw this issue in raspbian jessie but I was also able to
reproduce it locally in debian sid amd64. From looking at the debian
build log it would appear that zlib1g-dev was previously pulled in
indirectly by another build-dependency (not sure which one) but this is
no longer the case.
Since you appear to be using zlib.h directly in your package you should
build-depend on zlib1g-dev explicitly.
