By default icedove builds on all available CPUs. This decision should be
left to the admin, as the package may fail to build from source on a
machine with a lot of CPU, but not a lot of RAM. On a laptop/desktop
machine it might also render slow or unusable for other activities.
The package should instead parse the parallel value in the
DEB_BUILD_OPTIONS environment variable as per policy 4.9.1 and default
to 1 if the option is not set. This is what the patch below does.
