One can see this in intalling the gcl-doc package, and trying to go to
the Shared-Initialize node, and the shared-initialize node, which are
distinct in the info document but procude the same result in emacs21.
The text mode info reader 'info' works correctly on this document.

I am unable to reproduce this in the latest Emacs 24.3.
As documented, Info-goto-node tries a case-sensitive match first,
then if that fails a case-insensitive one.
