--- Begin Message ---The galeon browser is long dead. In the current version of Emacs, 24.3, the doc mentions that browse-url-galeon-new-window-is-tab will cause a tab to be used instead of a window. Maybe this is what was happening to you. Anyway, if you still think there is a problem in 24.3 I suggest reporting it directly to upstream.
