If you carry out this sequence of keystrokes (written in keyboard-macro
notation):

you produce a buffer which contains two characters outside the range
of US-ASCII: in Unicode terms, one from Latin-1 Supplement 
(U+00E9 LATIN SMALL LETTER E WITH ACUTE) and one from Latin Extended-A
(U+010C LATIN CAPITAL LETTER C WITH CARON).  UTF-8, the selected
coding system, is capable of representing both of these characters.
But if you now try to save the buffer you will get an error message:

However, none of them safely encodes the target text.

Emacs unicode support has seen huge changes since this report was made.
If there is still an issue with the current 24.3, I suggest opening a new report
directly with upstream.
