cyrillic-beylorussian input works completely incorrectly.
It allows to input symbols not present in belorussian language.
And doesn't allow to input the correct ones.
More over, the correct input method name should look like
cyrillic-belorussian, but cyrillic-beylorussian

This input method was removed from Emacs over a decade ago.
I suggest opening a new report directly with the bug-gnu-emacs mailing list
if you want an improved version restored.
