The poppler-glib patch is not part of any stable release (the last
stable currently is 0.20.5). It depends on a bunch of work done in
0.20.x, which is non-trivial to backport, affects internals of
poppler
and adds new public symbols.
This severly affects usage in evince and other readers.
Evince does not support removing annotations in PDF documents, not
even in the development version; this means that even considering a
backport of a non-trivial amount of code, nobody would actually use
it.
Given what I said above, I will not backport this "patch", since it
touches too much stuff for adding new features which nobody would use
and that are too risky at this point in the freeze for Wheezy.
Wheezy is stable now, and Jessie should provide recent versions of
Poppler and Evince which provide the feature you asked.
Hence, this bug can be closed, since Wheezy won't have new features.
