The build-dependency on libnss3-dev doesn't take in to account the
package epoch. The dependency on libnss3-dev (>= 3.15~) in the package
in unstable is satisfied by version 2:3.14.5-1 of the package in stable.

This bug is obsolete as Icedove in wheezy doesn't depend on libnss3-dev.
