The information in tzset(3) is not that helpful for users.

You get better information via "info libc" and a search for TZ
( Ctrl-S TZ ).

I'm closing this bug report since the hwclockfirst.sh script
is no longer shipped since the above mentioned version and
should thus hopefully not be able to contain any bugs anymore. ;)
