Recent kernel / udev do not come/create /dev/loopX nodes anymore.
Instead, there is /dev/loop-control that allows for dynamic
creation of loop devices.

losetup as in current testing does not use /dev/loop-control, but
instead in vain searches for /dev/loopX.

According to
https://www.kernel.org/pub/linux/utils/util-linux/v2.21/v2.21-ReleaseNotes
this has been fixed upstream. Please consider packaging. (Current
version at the time of writing is 2.25)

Hello!

Thanks for your bug report. The new upstream release of util-linux
is currently available in Debian Experimental where it is being
worked on to get in shape to eventually be ready to get uploaded
to Debian Unstable, etc....
