Out of the 10 browsers I tried netsurf is the only one that cannot open
a local file specified on the command line such as:
netsurf ~/Downloads/page.html
It requires to prefix the file name with the file:// prefix which makes
specifying local files by relative path problematic if not impossible.
Since local file names should be distinct from URL schemes (unless
specified with multiple slashes) there is no reason not to support
opening files directly.
