When the root or resume device is specified using LABEL= or UUID= then
the /usr/share/initramfs-tools/scripts/local-top/lvm2 script will not
activate any LVs and the boot process fails.
Since lvm doesn't know the label or uuid used inside an LV (can't know
it without activating it) there seems to be only one choice: If LABEL=
or UUID= is used then all logical volumes must be activated.
