Because normal PCs spend most of the time waiting for user-interaction, 'On 
Demand High'
should be the default CPU-frequency-scaling policy, regardless if the system is 
connected
to AC-Power or not. The loss in performance is marginal, quite some electrical

CPU-frequency scaling usually works fine on most systems.
When people want to configure this in userspace, they are free to do it in the 
way they
like.
