Please consider the upstream bug report 
http://tracker.nagios.org/view.php?id=338 (0000338: Scheduled Downtime not 
Persistant when restarting nagios)
Every time nagios3 is restarted, the downtimes are lost, and this is a very 
annoying bug for production systems.
A patch is available, or you can upgrade to latest upstream release

The bug was fixed with the 3.4.1-4 upload, so I can close that bug now.
